since there is a generalized hostility

towards the ceiling for government spending

1 - Implement Performance-Based Budgeting

give everyone a raise

but only if they perform at top capacity

do something like a competition

the top performers earn more than average bonus compensation

the good performers earn below average

the rest earn little bonus compensation or none

although you're giving people a raise technically

you are actually spending less

2 - Optimize Real Estate Portfolio

conduct an audit

to check government owned buildings

then hire an investment fund

specialized in managing such properties

to keep them efficiently used

rent anything that the government isn't currently using

3 - cut back on government travel expenses

replace as many meetings with virtual ones as possible

4 - limit use of government vehicles

encourage carpooling and reduce use of vehicles for non-essential activities

5 - renegotiate office leases

consolidate departments wherever possible

6 - implement a salary freeze for high-level officials

do it while preserving raises for lower-paid public servants

7 - encourage a four-day remote work week

reduce office utility and maintenance costs

possibly freeze wages of such workers for awhile

to effectively reduce their money 10% or so

8 - establish a "Savings Suggestion Box" for employees

encourage government employees to submit cost-saving ideas

give incentives to the best ones

9 - Publicly track and report efficiency savings

create a public dashboard that tracks cost-saving initiatives

and replicate them in other departments

10 - Encourage a reduction in meeting costs

reduce catering and unnecessary expenses

promote shorter and more focused meetings

11 - limit spending on new technology equipment

set limits on purchases of new technology equipment

encouraging use of existing devices

until they become obsolete or end they useful life

12 - set department specific saving goals

determine that the department will become

say 10% more cost efficient until next year

and give everyone a bonus of about 1% of the department budget

if the goal is achieved

13 - Mandate the use of Open-Source Software

this reduces license fees for proprietary software and helps save on long-term software costs

14 - promote government employee wellness programs

hire physical education professionals and have nurses regularly check blood and other health indicators of employees

giving them guidelines of behavior to improve their health

reducing costs with temporary replacements and lost productivity

15 - reduce redundant commitees and task forces

eliminate non essential groups with overlapping duties

16 - promote an energy-saving challenge in government offices

again set a goal of 10% and if it is reached

the department that saved the most gets a 1% bonus

17 - encourage non-peak electric usage

implement a policy for government offices

to avoid peak electricity usage

shifting heavy power use to

off-peak hours when rates are lower

reducing utility costs significantly

18 - partner with universities for research needs

instead of commissioning private firms

work with local universities

this supports the academic institutions

encourages collaboration

and saves on consultancy fees

19 - establish a crowdsourcing platform for public feedback

put on the news that we are taking suggestions

on implementing policies that reduce costs in the administration

this increases transparency

and taps into public insight that might otherwise be missed

20 - Repurpose unused government properties

identify empty or unused government properties

and convert them into

community spaces, temporary shelters, or storage facilities

hereby maximizing use and avoiding waste

do this to every property you aren't willing to rent

merge smaller agencies or departments that have similar functions

downsize wherever possible, reducing rent and maintenance costs

24 - use predictive maintenance for infrastructure

identify issue before they escalate

reducing costs of major repairs

and extending the life of assets

25 - offer cash rebates for employees who cycle to work

give them in cash like 80-90% of the money they would get tied to public transportation

26 - encourage shared storage solutions for files and data

consolidade physical files and digital data storage across departments

reducing costs associated with multiple storage systems

and improving data organization and security

27 - outsource data entry tasks

give it to third-party vendors who can perform these tasks more cost-effectively

reducing government staffing needs

just hire people to do it remotely

and make them sign non-disclosure agreements

under criminal responsibility

28 - encourage public service volunteering

keep a pool of non-essential tasks that would be nice if accomplished

hire trainees for free or for little money

to accomplish such tasks and get the fabled six months experience

recruit them from amongst the people

doing the vocational courses that the government offers for free

29 - Consolidate public housing management

merge different public housing programs and agencies to improve efficiency

and reduce overhead costs associated with managing multiple small programs

30 - eliminate or reduce non-essential government advertising

cut spending on non-critical promotional ad campaigns
